In older Sephardic practice, there are cycles of reshuyot (permission-poems) recited on the three sabbaths of rebuke. These reshuyot, inserted before important prayers, date back to medieval Andalusian poets. They are largely mournful in tone, and accordingly the Ḥida opposed their recitation as unbefitting the joy of sabbaths, but due to their antiquity and cherishedness some communities (for instance those of Morocco) preserved them, reciting them all prior to Maariv on the ninth of Av instead. In any case, they are very clearly designed for the Shabbatot to which they are assigned, and to serve as reshuyot for the prayers to which they are assigned.

This is the first of six reshuyot for the first sabbath of rebuke, Shabbat Divrei, the first Sabbath of Rebuke after 17 Tammuz. It is the first reshut recited before Nishmat at the outset of the Shaḥarit service.

לֹא־הֶאֱזִֽנוּ תּוֹכְחוֹתֵיהֶם וְלֹא־שָׁמְעוּ וּמוֹסַר הָאֱלֹהִים פָּרְעוּ׃ הֶגְלוּם חֲטָאֶיהֵם עֲדֵי מִזְרָח וְיָם וּלְבֵית שְׁבִי מִנַּחֲלָתָם נָסְעוּ׃	They neither listened nor heard their rebukes, and from God’s ethics they did refrain. Their sins exiled them to east and west, embarking to the captive-house from their ancestral gain.
הוּעַם מְאוֹד אוֹרָם וְגָֽלוּ מִזְּבוּל קֹֽדֶשׁ וְעַד־תַּחְתִּית אֲדָמָה נִשְׁקְעוּ׃ אֶבְכֶּה בְּכִי יַעְזֵר לְהַוָּתָם וְעַל־זֶה צָלְלוּ אׇזְנַי וְעֵינַי דָּמְעוּ׃	Dulled was their light, sunken to the lowest earth, exiled from their holy glorious fane. For this my ears ring and my eyes tear up; I weep Jazer’s weeping^[1] Find Isaiah 16:9. for their pain.
רַחֵם עֲלֵיהֶם צוּר בְּאַרְצוֹת הַזָּרִים כִּי מִפְּנֵי יָדְךָ וְזַעַמְךָ יִכְרְעוּ׃ גּוֹאֵל שְׁלַח לָהֶם וְתַזְרִֽיחַ מְאוֹר עֻזָּךְ וְאוֹרֶֽךָ אֲזַי יִבָּקְעוּ׃	Have mercy on them, Rock, in foreign lands, for they kneel before Your wrath and Your hand’s reign. Send them a redeemer, and shine from Your strength’s light, that Your light will break plain.
