	Oh God Who bidst the mighty ocean deep Its own appointed limits keep,^[1] From “Eternal Father, Strong to Save” (a/k/a, the Navy Hymn; 1860) by William Whiting (1825-1878). We stand in awe of the seas that reflect your creation And of the handiwork of the men and women, civilian and military alike, Responsible for this proud and mighty ship that will sail upon them.
	As human beings we pray, reflect, meditate in different ways, But united celebrate today’s commissioning Of the USS CARL M LEVIN, Our Navy’s — nation’s — newest ship, One that will carry the bravest of the brave — The men and women of the U.S. Navy — Wherever duty calls; One that will honor and reflect the extraordinary integrity, achievements, and moral courage Of the man for whom this ship is named.
	Theodore Roosevelt, not only former president, But former Assistant SECNAV, first, Taught that a good Navy is the surest guarantor of peace, But that peace itself is not the highest good, Unless it comes as the handmaiden of righteousness: Justice between people and justice between nations.
	May this ship and crew forever reflect our nation’s strength In pursuit of peace with justice, And if they fight, if fight they must, May they reflect the honor, courage, and commitment Of those who served before, and all those who serve today. “Damn the torpedoes, full steam ahead,”^[2] Famous quotation of David Glasgow Farragut (1801-1870), a flag officer of the United States Navy during the American Civil War. Farragut was the first rear admiral, vice admiral, and admiral in the United States Navy. and “Tenacious in the Fight”^[3] The official ships motto of the USS Carl M. Levin. : Like the man whose name this ship so proudly bears.
	And may we say Amen.

Arnold E. Resnicoff

Arnold E. Resnicoff (born 1946) is a Conservative rabbi who began his career serving as a military officer and then as a military chaplain. He served in Vietnam and Europe before attending rabbinical school after which he was a U.S. Navy Chaplain for almost 25 years. After the Vietnam War, he promoted the creation of the Vietnam Veterans Memorial and delivered the closing prayer at its 1982 dedication. Rabbi Resnicoff was present at the 1983 Beirut barracks bombing and the following year, President Ronald Reagan shared Rabbi Resnicoff's eyewitness account. After retiring from the military he became the National Director of Interreligious Affairs for the American Jewish Committee and served as Special Assistant (for Values and Vision) to the Secretary and Chief of Staff of the United States Air Force, serving at the equivalent military rank of Brigadier General. Resnicoff holds several degrees, including an honorary doctorate. His awards include the Defense Superior Service Medal, the Department of the Air Force Decoration for Exceptional Civilian Service, and the Chapel of Four Chaplains Hall of Heroes Gold Medallion.
